The "Fact Sheet" comes from the biannual exchange of data required by the Treaty. It contains data declared current as of March 1, 2012. Data will be updated each six month period after entry into force of the Treaty.Regardless of your view there are still too many of these weapons, capable of destroying the planet several times over.
You will note that the U.S. still has more nuclear weapons than the Russian Federation. It has close to two thirds more deployed ICBMs, deployed SLBMs and deployed heavy bombers.
